A New Vision for Hounslow Town Centre

Welcome to the new consultation website for the proposed regeneration of the Treaty Centre in Hounslow Town Centre. This website is brought to you from the Treaty Centre project team. Here you can find out about the proposals, the story so far, and most importantly, how you can help shape the proposals as we prepare to submit a planning application.

The Treaty Centre 

The Treaty Centre is a large, out-dated shopping centre located in the centre of Hounslow town off the High Street and Grove Road. Large, old style shopping centres are no longer as popular as they were in the past. Retail is changing, and so are our high streets.

In 2022 the decision was made to close the Treaty Centre and redevelop the site to create a new, exciting space for Hounslow. The redevelopment will deliver community uses, green spaces, shops, business space, and new homes, providing a vibrant new destination for the town centre.

Your Hounslow 

Hounslow is:

  • Home to a growing population, with approximately 300,000 residents in the Borough
  • A culturally and ethnically diverse borough, where 56 % of the population have Asian, Black, or other ethnic minority heritage
  • Home to over 11,000 businesses, over 90% of which are small, local firms
  • Green, with 40% of the borough classified as green space
  • A community of towns each with its own distinct character and offer

In 2021 the Council created the 'Hounslow Town centre Vision'. Within this, you told your Council that you think Hounslow Town centre needs:

  • A good quality and diverse retail offer
  • To be cleaner
  • Improved access to leisure, recreational and community spaces

Through a thoughtful, considered regeneration of the Treaty Centre site, introducing new open green spaces, cultural uses, shops and homes, the Treaty Centre can contribute towards your aspirations for improving Hounslow Town centre.

Hounslow Town Centre Masterplan 

In March 2024, the London Borough of Hounslow Council adopted the Hounslow Town Centre Masterplan. This Masterplan set out the opportunities and the Council’s aspirations for the regeneration of Hounslow Town Centre, including the Treaty Centre site. The Council’s vision shows the potential for a mixed-use development, incorporating more than retail space, with the opportunity to drive footfall to the High Street, and introducing tall buildings.

The Treaty Centre has also been allocated within the Council's draft Hounslow Local Plan 2020-2041 (site reference: 117). The Council undertook its latest consultation on the draft Local Plan in October 2024 and is now reviewing the consultation feedback before preparing to formally submit the Local Plan. 

The Story So Far 

During 2023 the Treaty Centre team asked the Hounslow Community how you would like to see the Treaty Centre redeveloped. Over a series of events, including drop-in sessions at the shopping centre and online, we asked what mattered to you the most.

This what you told us:

  • Greenspace

You want to see more places where people can dwell, socialise and take a break. Green spaces where events can take place and people are surrounded by trees and nature. You want to see more kids play areas in the town centre, within spaces that are both clean and safe. You would also like to see water features incorporated in some way.

  • Community

You want to see more community spaces, with a variety of uses on offer. A place to meet, youth services, a theatre and a retained Arts Centre.

  • Shopping

Hounslow has a great variety of shopping experiences, a mix that you seem to like. You want to see better quality retails, with more local shops as well as upmarket chain stores.

  • Activities

You want Hounslow Town Centre to be a social space, with a variety of activities beyond traditional retail. You want more restaurants and evenings uses, a space for teenagers, places for people to meet.

The Vision 

Since 2022, the Treaty Centre project team has been working to develop proposals that will transform the Treaty Centre site. Engaging with stakeholders, including planning officers at Hounslow Borough Council and through community consultation events, the team’s vision for the Treaty Centre directly responds to the feedback we have received to date, as well as the aspirations as set out in the Council’s adopted Town Centre Masterplan.

The Treaty Centre takes up a considerable amount of space within the High Street, and consequently also creates a physical barrier with the wider community to the south of Grove Road.

Our vision is to deliver a vibrant mixed town centre community, with new green public spaces and a cultural hub at its heart. The Treaty Centre will become a space that is more than just shops, it will provide new cultural, community, and commercial spaces, provide a new gateway to the High Street.

Town centres are changing, and the vision for the Treaty Centre is a vision for the future of Hounslow Town Centre.

But we need your input to help shape it.

The emerging proposals will deliver:

  • Around 1,400 new homes, with a range of housing types including Built to Rent and homes for sale
  • Around 55,000 square feet, modern, flexible shop and business space
  • A 18,000 square feet cultural hub with adaptable community and cultural spaces
  • Connected green spaces including a large Treaty Green
  • Improved pedestrian connectivity, opening up access to the High Street from Grove Road, creating safer, more attractive routes  
  • An active frontage along Grove Road, meaning the High Street no longer turns its back on the area to the south
  • A range of new jobs, including during construction

Have Your Say 

Over the course of March and April 2025 we undertook our first round of public consultation. We asked you what you think of Hounslow Town centre more generally, what you think works, what does not work and how you would like to see it improved. We also shared our emergibgn vision for the redevelopment of the Treaty Centre. 

In April 2024, Visitor Insight Data – a nationwide survey which assesses footfall in town centres - showed that out of the four town centres in the borough, Hounslow rates third in terms of footfall. Feltham and Brentford, both of which have benefitted from regeneration, have the highest footfall.

We wanted to understand why Hounslow town centre has a lower visitor rate and how we can best improve it through redevelping the Treaty Centre site.

We are now preparing the second stage of the consultation where we will share more detailed plans. The consultation material and community survey will be made available on this website on Thursday 12th June.

Programme 

We are preparing to submit a planning application to Hounslow Borough Council in summer 2025. As we prepare the proposals we will be undertaking two stages of community consultation, with various events. All the events will be detailed on this page as and when they are announced and promoted in other ways.  

The Treaty Centre site covers a large area and we will be submitting several planning applications, to reflect this. The first will be what is known as a Hybrid Planning Application, meaning that part of the application will cover the detail plans for part of the site with the remainder being what is known as outline planning consent. This outline planning consent element will be followed up with future planning applications that seek to refine the detail of the plans.

When we submit our first hybrid planning application, we would like to be sure that the ideas we set out in our vision become our shared vision with the Hounslow community.
